Check defective peripheral components of IC704.  If OK, IC704 is
defective.

Is slide output available for Pins 25 and 26 of IC704, and
tracking output available for Pins 20 and 21, respectively?

Yes

Check connection of the optical pickup wire rods between IC704 and BI702/CNS702.  If OK, the optical pickup is defective.
Check wire rods between IC704 and BI703/CNS703 and the periphery of the sled spin motor PWB.  If OK, the motor is defective.

Yes

+ 3.3 V line of Q702 is defective.

Is the voltage of + 3.3 V applied to IC702 Pin 6?

Check the periphery of IC702 Pin 33.  If OK, IC702 is defective.
